Lottery
Digital strategy and business plan development for Camelot Global's pursuit of the Illinois Lottery private management agreement — a competitive bid against global gaming operators, awarded on a 10-year contract.
A state lottery is regulated gaming with a government on the other side of the table. A private management bid is won or lost on a business plan that has to satisfy the state's revenue expectations, its integrity requirements, and its tolerance for how that growth is pursued — three things that pull against each other, in a mature market where the easy growth is already taken.
We were brought into exactly that problem. Recruited as digital lottery consultant to Camelot Global, leading digital strategy and business plan development for its pursuit of the Illinois Lottery private management agreement, competing against global gaming operators. The work contributed directly to Camelot being awarded the 10-year contract.
The lottery work also sits alongside four years running a regulated sportsbook and iGaming business across 25+ U.S. jurisdictions, so the regulatory, integrity, and responsible-growth constraints are familiar from both the operator and the bidder side.
Selected Work
What the work has produced.
Developed the end-to-end digital business plan behind Camelot Global's bid for the Illinois Lottery private management agreement — market assessment, revenue modeling, investment priorities, financial rationale, operating strategy, and implementation roadmap — including the player acquisition and retention strategy underpinning the revenue case, and advising on platform architecture and technology partner selection. The bid was competitive against global gaming operators, and the work contributed directly to the award.
Where We Work
Capabilities in lottery.
Bid and business plan development
Market assessment, revenue modeling, investment priorities, financial rationale, operating strategy, and implementation roadmap, built to survive scrutiny by a state government.
Player acquisition and retention
Channel economics and consumer behavior mapped to projected growth in a mature regulated market, underpinning the revenue case rather than decorating it.
Platform architecture and vendor selection
Third-party technology partners evaluated against regulatory, integrity, commercial, and scalability requirements together, not in sequence.
Responsible growth and regulator relations
Marketing strategy and customer behavior handled within a highly regulated environment accountable to state government stakeholders.
